This is a spare pair of lifter straps to go with a Kit Bag. Each Kit Bag comes with a pair, so you only need spares if you want to put them on multiple packs. It is easy enough to switch lifter straps between packs, but it's a bummer when you get out on the trail and discover that you left the lifter straps on your other pack.
